It's a take on Asian accents, implying that they can't pronounce the L sound and that it sounds like R instead. See Kim Jong Il in the film Team America.
Refunds are supposed to be for faulty products or not meeting your expectations/needs. It sounds like the product did exactly what you wanted it to do, therefore even though allowed, claiming the refund is still a scummy move (all discussions regarding corporate profits e.t.c. aside). You should just cancel the subscription and not pay for any future months.
Being American, they may have meant they don't know what "booked this week off work" means!
I think it'd be a good idea. The world news subreddit often had a very 'Murican centric view to it, if not through articles then at least definitely through comments. I've never seen TikTok or Netflix preinstalled on a clean windows install. Are you sure your experience isn't from images setup by e.g. laptop sellers?
