One of the most reputable in europe is OVH. Been there for ages, every problem (like when I didn't know how to do something) was met with professionalism and I'm just a low level website renter.
I haven't looked recently but it sure was among the cheapest too.

I have an 18-years-old domain. Never have a problem.
But, in most cases, OVH is just a reseller.
For example, if you buy .net domain, it will be hosted by the US company (VeriSign).
I will stick to the EU (see the GDPR), stable countries like .de, .be, dk, .fr, .it, etc.
Or hosted by the EU company like Aruba and its .cloud.
You can always check TLD by whois: whois de.

Do they offer WHOIS privacy for free?
