Which is why there's a prededentially appointed panel containing a national security official, foreign service official, sociologist, economist, a scientist or engineer, and professional historian to help make these determinations and whether the information is deemed safe to release. Many great minds to make the decision rather than a single individual.

Right now we have many senior government officials stating there are "things" that do not belong to us or our adversaries but are interfering with flight trainings on a routine basis, well respected intelligence and military officials under oath saying the same and more. I get it's still not "proven" but the movers and shakers are taking it seriously, so there's something to it - whether that's purely government corruption or "something else" remains to be seen.
The amendment makes a very clear distinction between things we create and things we don't and only deals with the latter. So, those projects would not be lumped into what gets released to the public. I'd sure like to know why our government has spent millions upon millions on these things if they don't exist. It's our tax dollars paying for it!

Nope, it does not. You can install a kernel made just for surface devices and you'll get mouse emulation via touch, but Mint doesn't have Wayland yet and it's my understanding that Wayland is where all the good things, like gestures, lives. So, I'm waiting for that but it honestly works fine without the touch. I'd use it if it was there, but it's fine honestly.
That said, I've been using Linux/osx as my primary at work for a lot of years now so I'm super unfamiliar with even basic sysadmin stuff on Windows, so I'm happy that the surface is now on Linux. Need to move my desktop to it one day, but I honestly almost never use it.

Just installed Mint on my Surface Pro 4 that's been sitting in a drawer for years and guess what, it's now useable again! Praise be Linux.

Nobody I know would care, so I'll tell you. I made a stupid basic world gen from a tilemap and noise. You know, the basic stuff. Then made a little NPC that wanders around and will change it's walking behavior based on the type of tile it's on. Niiice.
I'm a programmer, but never done this kind of stuff before so it feels like I'm starting from scratch. It's fun again.
