Even if you don't think you need 64GB (you need), it's better to have modules from same batch. Otherwise you are calling for troubles. :)

I mostly like your decisions, but 32GB RAM only? C'mon, put in at least 64 if not more. Also why HDD? It buzzes, unless you really need a lot of cheap and slow storage I'd avoid it, perhaps go with a cheaper 4TB SSD. Last note: 750W PSU is a bit of an overkill and will consume more energy than a smaller one.
I didn't say anything about the former while the latter is uncertain as Germany already has a shit-ton of solar and other renewables power installed. The true benefit would be to store the energy for use when there is no sun - that would more likely reduce burning of the fossil fuel.
Not just expensive, charging infrastructure is poor, specially for those not living in houses.
If you look from a customer point of view, it's funny that EU doesn't allow China to subsidy us :) (I know it's more complex than that).
Meanwhile EU and especially US are trying to tariff them to death.
Now, I'm confused even more. Android 4? Did you mean 14? TargetSdk doesn't mean you support only that OS version, but that your app is built for that version. You can support whatever older versions you wish, there are no constraints.
Your app should target the latest SDK, i.e. Android 14 requires 34, not 23 (did you mean minSdkVersion perhaps)? I don't think there are restrictions on minSdkVersion. Basically, quickly after a new Android OS is released, you need to target it.
Probably both, though a bit pricier for EVs but not that much - as article states.
