Yeah that's Blender.
I've also been learning blender lately. It's taking me a long time but I'm improving slowly
I'm surprisingly good at it, given the amount of practice I've put in so far. But I need to really buckle down and do daily practice if I want to get properly good.

When I started using Blender I had a lot of fun making stuff like this but I quickly started messing around with sculpting because it was faster. Later, I realized that using nothing but the edit mode you can still make some very impressive models, especially with reference images, and they're easier to adjust because they'll have clean geometry. So it's good to get the fundamentals in.
