This "Galt's Gulch" shit has been tried over and over and over again, including in Puerto Rico after the big hurricane a few years back. Reminds me of the story with the roaming bears in a city that did some weird libertarian policy/program. There is a book about it called a "Libertarian walks into a Bear" Not sure if the books is any good but the real story is funny (or a bit unsettling) if you know about it.
