Cops in New Orleans are on the tail of a brazen gang of narcotics traffickers who broke into the evidence room at police headquarters and pilfered all the pot: a swarm of rodents with a hankering for the high life.

“The rats are eating our marijuana. They’re all high,” Anne Kirkpatrick, superintendent of the city’s police department, told a council committee meeting on Monday.

Some of the THCa naturally decarbs as the herb dries. Depends on conditions.

Possession is 9/10ths of the law.

I don't know if this is the case in Louisiana, but voluntarily confiscated property may be taken under a reliquishmentl/surrender contract which provides a receipt of transfer; which means it is property given to the police as a gift(no compensation in exchange). Usually that sort of thing is done with illegal property that is possed by, but not owned by, the person caught with it, like a drug trafficker working for someone else.
