Combo of the embarrassment over the nude Chun Li incident, and (almost certainly more importantly) the desire to stop people from moding in their DLC to SF6, since there was media coverage of people modding in the outfit 3 DLC.

Doesnt explain doing it to old games tho really.

People want awooga in games they paid for and just modded, the company is still getting the cash so what's the harm?

Being able to cheat also removes any incentive to buy cheat, unlock and consumable item microtransactions
