To be honest that is a very basic question - the sort of question I start with so it's not awkward when the candidate can't answer the real questions! I'm not sure how it's possible to be good at using Python without knowing the difference between a dict and a list.
I think if you're out of practice then the best thing to do is get a hobby project using Python/SQL, e.g. a website.
