Not just oracle. Couple years ago Google nuked an Australian pension fund cloud environment with no way to restore. Just poof all data gone.
That was mistake on Google part if I remember correctly, it wasn't intentional.

Is it? Mistakes happen, all we can do is try to minimise the frequency of them.
On that scale? With no Undo? Yeah, that's much worse. It's a government account. There should be regular backups, and no single whoopsie-daisy should see them all erased.

Any system that includes human interaction can and will have failures at some point. If you think you have an infallible software solution, I'm sure silicon valley will throw a few billions your way for your solution.
Pretty sure Google did restore it, no? It was Google's fuckup, but there were backups.
No, the org had their own backups because of compliance reasons.
