He knows that the treatment of the prisoners is bad. He is happy to send people to face cruelty.
Remember, we have already found that some of the people there now committed NO CRIME! They were denied due process. Now he wants the same for anyone else that he doesn't like.
Yeah, if you watch shorts again it comes back. That's not really a fix.
