I am guessing those are Cockcroft-Walton accelerators and that is the first stage of a larger particle accelerator. The pools on the right might provide some clue. They could be there for cooling or radiation shielding, or both.

I've been using Plex and bittorrent on a Whatbox.ca box in Virginia for a couple years now and haven't gotten so much as a DMCA notice. I mostly use iptorrents but I do use public torrents when what I want isn't available there.
