Unfortunately I have to report that after updating to version 169, the issue is back. :/

Hey, sorry for the delay!
I'm happy to report that after updating to version 166, the issue almost disappeared! Image posts flicker no more!
Only flickering I'm experiencing is with community/user icons, and this does affect all views. But that's such a small bug that I wouldn't consider it as high priority...
(Image posts flickering itself was in my opinion a huge deal, especially for people suffering from epilepsy etc.)
Thanks for the info! I've edited the post to include the version number.
I'm pretty sure it's about Cities Skylines II.
I've bought it myself and I personally don't care about the optimizations + developers warned about it a few times. Still a lot of people get mad and I'm not sure why.
Check the link I've provided above. It has been reported in December 2019.
It should be filled in - check the provided link above.
I've checked and not only for me this setting does not seem to work on Wayland. It is briefly mentioned in the linked bug report.
What a nice and civilized way to say that title is misleading. Changing it rn. Thank you sir!

I do agree, and I've never said that. All I'm saying is that Plasma Wayland on laptops is for many people pain to use (and it looks like many agree with me here too).
I do believe that this should be resolved as Plasma 6 is shifting towards Wayland-first approach, and this would annoy most laptop users.
I do not know about any workarounds but you might have more luck searching for one.
As for other issues, someone mentioned in the issue that the "Disable touchpad while typing" is broken on Wayland too; however both of these issues are not present on X11.
Only other issue I'm having is kde daemon crashing while running pacman -Syu
inside Konsole (see this link). Other than that, I was with Plasma more than happy and had no other issues.
Unfortunately this simple trick does not work. It seems to be a backend issue too (not just missing button).
I'm hosting mine on an old i5-750 (yeah, not 7500...), with an GeForce gt640 and 4GB of ram... Never encountered any problems whatsoever.
I would take a hot take and say, any old pc that you can find will do just fine.
