Sounds cool. As someone who just recently started getting into Reika's mods I think a skyblock could be really cool. Only problem I see you facing is Reika's restrictive licensing policies, though I'm not 100% sure what his stance on modpacks is. If you do end up making it, I'll definitely play it.

Only problem I see you facing is Reika’s restrictive licensing policies, though I’m not 100% sure what his stance on modpacks is.
if I remember right it's something along the lines of telling him it exists and being very particular about anything that changes anything in his mods. Mostly because they have very carefully calibrated progressions and something as simple as changing a recipe slightly can really break progression if you don't know what you're doing.
Are you thinking just Rotarycraft or most of Reika's big mods being part of it (Electricraft, Reactorcraft, Chromaticraft)?
If you have any plans that involve changing anything about Reika's mods no matter how small, you should probably contact him about that - he's very touchy about that sort of thing because it is super easy to break his mods or their progression with even small changes.
