Idk seems pretty consistent. 
Every time I get to a new area I create a save file, kill everyone, and then load back
doesn't ruin the story and lets me ruin the NCR
Honestly you can get surprisingly far icing every unnamed NCR soldier with no consequences as long as it's a stealth kill
Ive killed the named NCRs near Primm lol
I never once played new vegas as a journey of revenge as I simply am incapable of being mad at benny he's too fun to stay angry with. I always kill House though
I kill Benny through seducing him because I like the idea that he dies both incredibly confused and also horny
