Steijn, 49, joins from Sparta Rotterdam after guiding them to a sixth-place finish in Eredivisie last season.
He replaces John Heitinga who leaves the club after six months in charge.
Heitinga replaced Erik ten Hag’s successor Alfred Schreuder in January but departs after only finishing third behind rivals PSV and champions Feyenoord.
