He's not talking about an entire population, khalistan supporters are a minority in the Sikh community and have almost no support among the Sikhs actually living in India. These people were literally calling for the murders of Indian diplomats within Canada just a few months ago. Just like isis isn't a fair representation of all muslims, khalistanis are not a fair representation of all Sikhs.
