I know someone with a giant strawberry tatted on their forehead, and a skunk on their cheek as well as a weird catfish mustache, but I can't be 100% certain it's this person..

Whenever I see stuff like this, the only two reasons I can think of are trauma, or they're not quite playing with a full deck.
