Honestly they should redo this as far as structural stability is concerned. The strength and tolerance itself is fine I'm sure, but it's disturbed the surface of the concrete and that's going to lead to water infiltrating and corroding the pillar.

Concrete forms a natural PN ion outer layer which keeps water out, but once that gets disturbed then it soaks up water which becomes mineralized and corrodes the iron rebar hella fast.
