I'd say 50% of gross profit, or 50% of net worth, or 50% of stock valuation, which ever (whichever?) is highest, plus 90% of C-level and Board compensation.

After the first couple companies go tits up from these kinds of fines, the industry will start paying attention, especially the C-level, as they have the most to lose.
