This is a traditional southern German brass band in traditional clothing.
How is this any weirder than Scots in kilts playing the bagpipes?
In the context of Scotland leaving the euros in "shame", the upbeat music is just such a contrast to the mood of the Scotland camp that it almost feels like they're mocking them. If Scotland had put on a better performance, it wouldn't look that bad.
Meant no disrespect to the band if course.

After watching the clip on BBC I totally agree with your Monty Python reference. Context is everything.
