You have to get licenses for your pets? Wtf?
How are they going to enforce pet limits if you're not required to register your pets? It's an annual tax per pet. It's also meant to encourage people to spay and neuter their pets. The money goes towards administering and enforcing the pet by-laws. It's usually something like $10 per pet that cannot reproduce, $50 per pet that can.
You also get the first year free if you adopt an animal from a registered shelter
Breeders. At that point you’re probably considered one.
