depends on the person who says "good morning" and how they say it
Half the time in a city, someone who says "good morning" is trying to scam someone. It's not the best strategy to flip a coin on entertaining a scammer.
I won't deny that I have on at least one occasion stood on a street corner with a tablet in my hand, trying to greet random people with no ulterior motives.

True, this is a phenomenon I experience in America, and I did not consider it being different in other countries. Is it different in other countries?
There are definitely many many countries (or at least cities in those countries) where saying hi to people you walk past isn't given a second thought.

No. People should talk to each other, or at very least not be condemned for attempting to do so in good faith. Being social is the most basic of basics for humans, and this whole "anyone who talks to anyone ever is a nuisance" mentality is ridiculous.
