Any moderation or oversight is considered "abuse", even if it's a result of the instance admins completely failing in their due diligence. Really, how poorly did they moderate CSAM as to necessitate their registrar stepping in???
But... that says it is a criminal offense. Sure it was late to banning it, but is it still a problem today?
From what I heard on previous posts about that site, they apparently didn't moderate the English speaking users much at all, and therefore illegal content slipped through
