Canada's actively trying to talk patients into the program in order to free up beds..
Last time I looked into this was when /r/PoliticalCompassMemes was posting about this on reddit. I couldn't find a systemic issue, just instances of bad and unsupported nurses suggesting it at a bad time. Not even necessarily pushing for it.
