Mac does the same. You can't remove Safari and you can't sudo chmod 0 /Applications/Safari.app

Yes, Windows has an app store, and a CLI package manager called Winget now.

But the Windows app store is garbage and Windows users are pathologically afraid of the terminal so...effectively no.
