We went through a series of tracing because we found out there's actually a few things happening at once, and we seem to have traced it to the that little black box thing that sits on the outside of the house where the main street wires come in

Apparently we can't call the electricity distributor or a sparky because we need to go through an after hours thing at our organization. And to make matters even better, they don't answer their DAMN phone. Apparently this isn't an immediate danger, according to the lead tenant. That may be true, circuit breakers are a magical thing, but that doesn't really do much to make me feel like I'm a little less likely to die in my sleep

Don't leave the heater on all night and you should be fine.

Lead tenant. Essentially independent state care

I did try and make that argument, but I got a lecture on how it this was a private rental and I went over my landlords head when something was going awry it could lead to being evicted or similar
