For the non weeb the joke here is that in Mobpsycho Reigen is the mentor of Mob the MC but Reigen is "useless " because he dont have psychic powers and fake them. But Mob who is in admiration of Reigen has real psychic power.
If you're gonna cry racism get your terms right, Reigen is Japanese not white
