Canonically hell is a democracy and heaven an absolute monarchy, so the art kind of checks out.

They literally did, though. The War in Heaven that predates the Creation myth is supposed to be of an angelic rebellion, lead by an upstart Lucifer. All the rebel angels at his back choose to be there.
