From my studying of history American politics have been "us" vs "them" since George Washington stepped down after two terms.
It was even before that. Washington had a rough second term thanks to "us" is "them".

This would be the context I suspect was in that comment. I'm of the 40-some crowd and even I recall things being a lot more give and take in the past. In the last decade or two it has gotten to a point where it's almost pointless to call a vote, just count the D/R ratio in a chamber and you have the result.
