Frankly there is too much there for me to respond to but I think you need to re-examine your world view.
I am not saying there should be no punishments for children, especially in extreme cases. But if you have worked with children (and yes a 13 year old is a child when compared to an adult with power over them) then you must have witnessed how very little control children have of their world. And because they are human beings (who are also not fully developed) these influences outside of their control impact their behavior. You are advocating for physical punishment for behavior that's root cause is fully out of the child's control.
What sort of world do you imagine as the best possible if this is your solution to children who clearly need our help?
I understand the extreme level of frustration that goes along with working with children and have witnessed abhorrent behavior similar to what you describe. The only thing that ever worked was building trust and a relationship. A switch will not do that.
