Are you doing videos with audio or are you planning to caption gifs?
If the latter, you can upload the video to imgur and grab a .gifv link that is basically a wrapped video file. Not FOSS though.

Odd, but yea I could see that. You can tack on a .gifv instead of .gif with imgur and you'll get the webm version, much smaller typically (or mp4).
When I used to mod on startrekgifs we had a similar rule of no more than 4 posts in 24 hrs. Pain to check but definitely keeps the quality of content up 👍.

Ok not sure how best to do this, tried posting as a gif and gifv and I just see it as a static image on phone and on browser. It's a gif that should be looping...
