The context is that the patriarchial capitalist Ferengi culture forbids women leaving the house or even wearing clothes, so Quark's mother is doing a feminism by wearing clothes (she later honeypots the Ferengi leader into basically giving her control of the whole society and then putting her union leader son next in line for the throne)
