We know how to fix this...
Increase Urban density around new suburban "nodes" Make those nodes walkable 15 minute citties. Link nodes to other nodes with mass transit and bike lanes.

There is probably some scientific way to do this. Measure the impact on roads, society, other road users and the environment. and tax the vehicles with the worst impact more.

You can probably see where I am going with this.
There is a big difference between a smaller practice work truck and a giant monster truck.
The aim of any taxes should be to discourage certain trucks and encourage others.

Yeh, the guy is pretty brutal about the whole project isn't he :-)
I agree a city "optimized for public transport and so that everyone’s apartment has a beautiful view on unspoiled nature" is very desirable.

Because it's the same story we have seen 1000 times all over the world for 70 Years. You have to look at the problem holistically. Simply thinking about cars and roads, in isolation to the whole city, how people behave, how we live and work, is a recipe for failure. I think this explains the issue well enough.
