In middle school, one of my teachers rolled in the TV/VCR cart, popped in a tape, and left the room. It was homemade porn. He was fired, then later arrested on charges of statutory rape of a student. On my first day at that school (the first day it was even open), a kid got stabbed and another went to the hospital for alcohol poisoning and drug overdose. Also, one of the nighttime janitors stole a bunch of computers (Apple II-e's and c's) to try to sell them and got arrested. Another kid with long hair got his hair caught in a drill press in shop class, and it was pretty gory. It was unofficially known as "the last Indian scalped in Arizona". That place was wild. It was shut down years ago due to lack of funding I think. It was on the rez, if that helps explain things.
In high school (not on the rez), we had standard stuff. At least one teacher that I know of was having sex with students, but I don't think she ever got busted. Had a riot over the Rodney King stuff. School shootings weren't in vogue yet, thankfully. We had one kid who all the teachers liked, straight A student, etc. He carjacked some lady at gunpoint one weekend, and the wheel came off while he was speeding away. The car flipped and he died. Oh, and my art teacher tried out for American Gladiators, but dislocated his shoulder during tryouts. Not really a scandal, but we all thought it was funny.

There's a park in my town where homeless people tend to gather because it's one of the few places with benches and shade. My friends and I threw a cookout at the park and went around inviting everyone in and near the park to join us. We don't have a huge homeless population here, but there were a dozen or so homeless folks that joined. Cops showed up and harassed us for a little while, but luckily a sergeant showed up and let them know that no laws were being broken. It also helps that I used to work for the Medical Examiner's Office, so a lot of the cops know me from being on scenes together. It's not exactly a "get out of jail free" card, but they do treat me with a little more respect than the average person gets.
I don't know about the laws in other places, but here in Florida when you hand out food, the cops use the excuse of "food safety" to shut you down or even fine and arrest you. It's all bullshit of course, but that's their legal backing. But when you're throwing a cookout, it's food that you are eating, and just happen to be sharing with guests. There's not a damn thing they can do about it.
People should have more cookouts in public parks, invite everyone, and make sure that includes people who are struggling. Then it's just a party, and like you say, the guests situation otherwise is irrelevant.
Trump knew he wasn't going to revitalize anything. The whole thing was a money laundering scam for him.
