The people who use these flags are usually blatantly racist, know their granpa was also racist, and are generally proud of it all.
so on a scale of "meme or fact", how factual is this image?
I don't doubt the take on people who fly it now, I mean as far as fact-checking each description per flag.
It's all correct, except maybe for the claim about it first becoming popular with Confederate veterans in 1904. Haven't heard that one before.

They forgot to add the last flag of the confederacy, which was just all white.
You're also not "honoring your heritage" because the Confederacy was a three-year blip, not an era. Or a culture. Except insofar as being a collective of racist assholes is a culture.
