I don't think I'd consider Mastaon a rival to Lemmy as much as a companion.

Why, so? One is micro-blogging and the other is a link aggregator (+more). Kbin is probably the only direct competitor in the fediverse.
I don't feel Mastadon is as much community driven as much as Lemmy.

How would I go about if I wanted to create a Mastodon account? How to find interesting users to follow?

Mastodon is super solid. It stays up when everything else seems to fail.
I never bothered to sign up for Twitter, mostly because I never felt like I had anything to say. But I want to sign up for Mastodon because I like the concept. What are people using it for if they are not people with followers/fans?
Honestly, I feel like what I'm doing here would have been better suited for something like Mastodon, but like you, I have never used Twitter so it didn't even cross my mind until after I made it. Maybe you can replicate this, or even just use it to follow news
