Why is fps specified here?
Does it mean expected values for that tier, and that it's limited to 60?
The expected values. It doesn't necessarily mean the game is limited to 60 fps, but 60 is a common target to aim for. Knowing what specs you need to achieve it, given your resolution, is quite nice.
