From finding and reading an article on this they found a ripped baggie corner in one of the people's pockets, confirmed it did not have drugs, then tossed it into the back seat instead of giving it back to him or discarding it some other way, and they're a little iffy on why he was searched or handcuffed, but yeah this isn't anything like planting evidence.

Yeah, I get why the passenger video went viral, but this also isn't anything. However, I can very much imagine someone getting arrested on a bogus charge and no bodycam video being released had there been no citizen video, so I think the uproar is justified.
When the video exonerates police, it's released. When it's damning, it (often) isn't. This happens a lot, though we have no way of tallying real numbers because police departments can't be trusted to police themselves.
