I was a tourist there and would happily pay a tax to support the place I enjoyed

I’m all for paying local economies more to visit them, but the one thing I don’t like about that is that it eventually pushes tourism up the stack so only wealthier people can afford it. The downside is I have no clue how you’d reasonably fix that.
