The last line of the article I can personally attest to. I am trying to install solar panels on my house and the interconnection approval has taken over 8 months and I expect the overall project will be well over a year. It was originally planned to be up and running in 6 months.

I haven't bothered with approval and installed an illegal 1.6 kWp system, and illegally (but safely) have the meter running backwards some of the time. Averaging 6 kWh/day so far. So make about half of the electricity I consume in a year.
I will probably add some storage next year, or so.
In Iowa we have so many wind turbines, it's really cool to see some of the fruits of their labor.
