Amazing that photo was even attempted - how can the tools, that the photographer refers to, capture the faint light of the Milky Way and not be overwhelmed by the light house? It's the exact opposite of dark skies!

If I had to guess I would say that he was doing a lot of work in the compositing. The night sky exposure was probably mostly from a shot where the light was shining completely the opposite direction so is not to overexpose the sky. That is just a guess though. It is from Mastodon so theoretically you can post a follow-up question to him.
