My browsing experience on "ALL" has been a little frustrating. The feed currently works in a continuous update mode where dozens of posts from a community will suddenly appear and drive all of the content I was looking at further down.

From my understanding that's because other users are either subscribing, commenting, or viewing posts on that particular community causing it to automatically add itself to the FMHY feed?

Is this by design or is there a way to have the "ALL" feed update only when navigating pages?

The fixed version is rolling out actively but probably slowly. I think lemmy.ml already has it. I would check your instance's meta community to see if there's any talk of upgrading yet. One of the big problems is that I believe it will break Jerboa until the new version of that is live on the play store so I bet quite a few instances will wait on that.

Its a bug, i dont think theres much you can do at the moment but its currently being worked on

Okay cool. Maybe we can get a sticky on one of our communities to notify everyone. I vaguely remember seeing another post about this like a week ago but couldn't find it.

I just looked it up and its gonna get fixed with the 18.0 update to lemmy which is already being tested on lemmy.ml, so the proper release will probably be soon

There is a workaround while the bug is being fixed - change the end of the url to "/page/0" instead of "/page/1".

I was looking for an answer to this too.

I subbed to a lot, and my feed just speeds along as hundreds and hundreds of new posts are created

"Me too"ing this, it's very strange to explicitly sort by "Top this week" or whatever and instantly have the content pushed down by hundreds of updates.
