I'd say it's better to buy direct from CDPR, on GOG. You typically get more benefits that way.
Edit: It's half price on GOG also. However, it looks like the expansion is separate - this is different to what they did with the Witcher games, where the expansions ended up included with the purchase and you were eventually upgraded to the GOTY edition when that came out.
However, GOG has no DRM, so that's a big bonus.

I am a patient gamer and haven’t started on Cyberpunk 2077 yet. Is 1.7 releasing together with Phantom Liberty or are these 2 not connected with each other at all?

Little over 3 months to go! Going to boot up Cyberpunk and start a brand new play through soon in anticipation.
