I've tried to cross post a posting in lemmy.ca/c/TIL to lemmy.world/c/women, but there's no community option for that community.

I've also noticed, when logged into my account on lemmy.world, I have different community options to cross post to than if I'm logged into my lemmy.ca account.

How can you cross post to communities that are not yet in the drop down menu?

you can also type in the communities drop down and it looks like it may search for communities that the instance knows about. i originally thought it only had communities you're subscribed to, but when i was searching for different things it was finding remote communities that i'm not subscribed to.

i typed women, and i was able to see the community you're referring to. hopefully that works for you too!

Yes, it's there now. When I had typed in the community name, it wasn't able to find it. Thank you for your answer! I wouldn't have checked again and this clears up some things for me.

It looks like there's the same mechanism as in the the regular community search:

(Just writing this out for people who haven't run into this yet)

When you are the first (few) one(s) looking for a community that is not linked to your instance yet, it won't show up in your search. However, if you or others have searched for it several times, it'll show up in the community list. It looks like the communities listed in the drop down menu for cross posting follows the same algorithm.
