Nothing official I'm aware of, but you could hand wave it as the explosion was noticed by someone, maybe a flying plane, whatever, and they investigated and found enough debris to assume the passengers didn't survive. It wasn't explicitly stated but then again the producers didn't really know if they were going to get more seasons at the time so it probably wasn't worth calling out.

I mean, Amon also reveals himself to the public and confirms that he's a bender because after being thrown out of the window he flies up out of the water in a giant water tornado, even though he could've just escaped and retained his non bender status to the public.
So I don't think some things in that show were super thought through.
I think its implied to be an unconscious reaction, not something he meant to do. IIRC there are other instances of reflexive bending in the franchise.
Korra has flashbacks about Amon in which she clearly knows he is dead
Are you talking about Venom of the Red Lotus? or Korra Alone?
Unless its something from the B4 clip episode, I can't even remember any flashback that implies he's dead.
The YouTube channel Overanalyzing Avatar mentioned this too, that Korra should be paranoid and terrified that he might show up at any moment.
