Federated. Each server hosting its own instance has a different limit. Iβd presume the instance mods would stop allowing new members if their servers got overstrained.

This is honestly what I thought of. There's a post somewhere to see which instances block which. I'm gonna have to find it and check.
You can always click on instances at the bottom your instance page. It has the full list.
Lemmy is not one single website, it's a federation. Every instance can help share the load, and new instances can be started if needed.
