Are there any homebrew apps that can hack in items and stuff or edit saves without needing an external PC?

Mainly I want to give my monster hunter stories save some items

Perhaps Checkpoint?
It's mostly a save backup/restore tool,
but also has cheat support.

Latest current stable release for 3DS is 3.7.4

Have not used them myself,
but a quick internet search for "Checkpoint cheats" gave me this guide:
