I don't want to use the iCloud storage but it did end up somehow uploading an amount of my photos, not completely using up the free storage but almost. And it is emailing me pretty much every single day to upgrade. I don't want to. I can't find anything that tells me how to get it to stop email harassing me. Is there no way to make it shut up?

Delete the photos from iCloud thereby stopping the service from harassing you about using almost all your free storage?

I mean... they've been up there for a while and require I look through them to make sure they're duplicates. Hasn't been an issue up till recent. I am pretty sure they are all deletable but I don't have a ton of time to look through what uploaded to it. Is there really no way to just turn off the notifications?

I don't think so, no. If you reach close to your storage limit they're going to harass you. Either filter the emails or make free space.
