I've recently decided to try and degoogle my life, or at least lessgoogle it. One app I use regularly is GoogleVoice. It works really well to keep my work and personal numbers separated. Also works reasonably well to keep my personal number clean from spam. What is out there that provides similar functionality?

I've been looking at voip.ms but haven't tried it yet. Need to figure out my usage in a typical month to get a cost idea and figure out a voip/sip app. This is more of a fully control destiny type approach. The other option, more appealing but not as flexible, it's MagicApp by MagicJack. I used MagicJack internationally for years and it worked great, it's probably the best bet.

Voip.ms is great, been using them for businesses for years. It's dirt cheap - probably cost you like $3/month.

Are you using it with VOIP hardware? Any softphone/mobile client you'd recommend?

Both, yealink for physical phones. Ground wire for mobile app. You could always sign up for a test number before you port yours over.
